The setup is typically done through a surcharge/cash-discount app in the Clover App Market or the device settings. Verify the current menu in Clover’s help center — labels shift between firmware versions.

What Clover handles for you

Clover surcharge apps generally apply the fee at the terminal, cap it at the network maximum, and exclude debit cards. Cash-discount apps instead post a higher card price and a lower cash price. Some configurations auto-populate the receipt surcharge line.

What you still must do

  1. Confirm your state’s surcharge status with the per-state tool — banned in CT, MA, PR; contested in CA, TX, ME; restricted in 7 states.
  2. Install/enable the surcharge or cash-discount app from the Clover App Market and set the percentage (cap at the lower of 3% Visa / 4% Mastercard or your actual cost).
  3. Give your acquirer / networks about 30 days’ notice before activating.
  4. Post entrance and checkout signage, and confirm the printed receipt shows the surcharge as a separate line.
  5. Run a test sale and inspect the receipt before going live.

A Clover app that "supports surcharging" is not a legal clearance. In banned or contested states, switch the app to cash-discount mode or disable surcharging.
